She hesitated, then whispered, \u201cThere have been break-ins. Not random ones \u2014 targeted. Houses of city officials, business owners, anyone who spoke up about the new development project. They think it\u2019s gangs. But it\u2019s not. It\u2019s organized, and it\u2019s dangerous. James has been working with my husband and a few others to keep us safe.
